I'll simply share with you the full paragraph from which this sentence is taken.

"...you have entered a time of crisis and we know that you are facing colossal ecological challenges.
That your resources are diminishing and that the space available to absorb population growth is shrinking.
All these deadlines create tension among leaders and people.
But the biggest mistake would be to meet these challenges by terrorizing citizens.
Indeed, instilling a wave of doom and gloom in society would lead people to accept the arrival of an authoritarian power supposedly capable of saving you.
Experience has shown us how periods of social anxiety foster the desire to submit to authority, however dictatorial it may be.
All those waving the flag of collapse are preparing the younger generations for a massive reduction in their freedoms, for the establishment of a dictatorship supposedly the only one capable of saving us from extinction.
Using fear is, a priori, the most obvious approach to making humans react, but do you need submissive and trembling people or enthusiastic and thoughtful citizens to meet the challenges ahead?
Fear only creates oppressors and the oppressed where unity is needed.
It paralyzes the heart and reason, where it should vibrate with love and throb with intelligence.
As one of our philosophers said, collective fear fosters the herd instinct and cruelty toward those who do not belong to the herd.
Individually, fear can save us from danger, but collectively, it pushes us toward it. Fear cannot be your weapon to face the future.
Only enthusiasm must be your guide.
So beware of those who, in the name of urgency, fan the embers of panic within you.
They do not light the beacon that will guide humanity, but rather spark the fire that will devastate it.»
